Every time, when you send a direct message to any user for the first time, the person at the other end must accept your request to send messages ahead.

The user may Allow or Block your chat request and if not the chat request remains pending. If the user allows your chat request, you can continue sending messages else, you will be blocked from sending messages to this user.
